But is digital accessibility actually mandatory? The short answer: yes, for many organizations, yes. With the arrival of the European Accessibility Act (EAA), which will take effect from 28 June 2025, stricter rules for digital accessibility apply.

What is digital accessibility?

What does the legislation include?
The European Accessibility Act (EAA)

The law aims to provide equal access to information and services for everyone, regardless of their limitations.
What does this mean in concrete terms?
From June 28, 2025, all digital products must comply with accessibility guidelines. This includes:
- Easy-to-use websites and apps, accessible to screen readers and other tools.
- Appropriate color contrasts and font sizes.
- Support for keyboard navigation or other alternative control methods.
Dutch Implementation Act
In the Netherlands, the EAA has been translated into the Implementation Act on Accessibility Requirements for Products and Services. This law specifies how companies and governments in the Netherlands must comply with European requirements.
Who is digital accessibility mandatory for?
Not all organizations fall under the same rules, but the obligations primarily apply to:
1. Government agencies
Since 2018, government websites and apps have already been required to comply with accessibility guidelines.
2. Commercial companies
From 2025, companies in specific sectors will be required to comply with accessibility standards. Think about:
- Web shops: Digital sales must be accessible to everyone.
- Financial institutions: Banks and insurers must ensure that their services are accessible.
- Telecom providers: Includes websites and self-service platforms.
3. Public facilities
Digital ticket machines, payment terminals and other terminals in public transport and public services must be accessible to users with disabilities.
